Special Assessment Policy

Resurfacing and reconstruction of residential streets is accomplished through the City’s Special Assessment Program. This program is administered by the Board of Local Improvements, which consists of the following:
  • Community and Economic Development Director who acts as President of the Board
  • City Engineer who acts as Secretary of the Board
  • City Attorney
  • Finance Director
  • Public Works Director

Assessment Process

Under the Special Assessment process, a portion of the project cost is paid by the property owners adjacent to the improvement. No set percentage is used to determine the amount of individual assessments. However, the property owners typically pay between 10% and 30% of the total project cost. The remainder of the cost is paid by general taxes. Assessments may be paid over a period of 10 years with the interest rate being 70% of the prime lending rate.

Selection of Projects

Projects are selected for the program based upon the condition of the street and the amount of traffic it carries. If a petition is received from the property owners adjacent to the street to have work performed, the project is given a higher priority than those selected by City staff.
